As title says, volume steps multiplier is missing in System/Audio settings although it appears in search results I'm using Xiaomi 12. Is this a device issue or module one?

You are not using this module as it's for MIUI 12.5 max, also it has no condition to hide this option. Some fork probably, you should ask its author.
